pixel art? you can use programs or just freestyle it... basically you take and image and just instead of pixels use mc blocks

you make a 128x128 base
(make a map first to create this)
if you have fly this will be 100% easier, i reccomend building it in the sky so it doesn't get griefed so easily or whatnot
start at the bottom left corner, try to find the very corner block from there, then go all the way to the top right, then if you want you can mark the bottom right and top left, but from there you will want to make an even border which will go around the edges of your map, and as you build to the center you want to try to build whatever you're building on one layer IF POSSIBLE, if not it's fine.
mapart is often named stuff like "wallart" or just "custom paintings" and such
