How do you level up on Invaded?

I'm kinda new and don't know how to level up. I look in chat and see people with like a number before their name and I at least want to level up to at least 2 or 3. Do you just need to get a lot of money, kills, play time? I really like this server, and am considering purchasing VIP, but want to be higher than level 2!
