if you play java (im guessing you do, cause otherwise you wouldn't be able to get the glitched blocks i think...) and on 1.8.9 or some version lower than 1.12 you can do "/give [your name] stone 8 1" should work

I think you do it by getting an anvil launcher and launching it into someone else's claim. The anvil will break and turn into the glitched block. (I haven't tested it but i think that's how you do it.)
