Maybe its client side.
Try this: When you have mods installed uninstall them. Just try typing/sending chat messages in Vanilla Minecraft. When that also dont work, try using the chat comands like /c g.
I don't have mods and I've tried to use commands before but i think maybe its account settings? other people had the same problem and it was they're account settings but idk.
Nevermind it was chat settings it was on commands only
