No they have a plugin that adds 1.8 pvp to the higher versions. I’ve owned a lot of servers and it’s definitely possible.

combat in survival? I get it has warp pvp but if u rly want to pvp you should go to a magical world called kit pvp.

mcmmo completely ruins pvp, there are plenty of servers that specialize in mcmmo pvp (not very popular servers) but this is survival not a mcmmo pvp server

Well 1.16 ain't really good with hosting servers with like a singular hub.
IF IL were to go above 1.13,
they would have to have like 5 servers for each server
Very disorganized.
