I actually think that they've got a pretty clever tactic going here. Notice the 5.97 rolls-per-key? That's very high. In other words, players tend to win lots of extra keys from the keys they buy, so you get to do more gambling. Nonetheless, the low chances of a prize more than offset this, so even when players have fun opening tons of keys, they're not likely to win.
