Is there Regen 4 in KitPvP? I have regen 2, how did they make it?

no, apparently having stuff like this ISN'T bannable... there was an incident a week ago where some kid got a hold on 8 minute strength pots, and I HEARD apparently by a staff members words that they were bannable and @Voltwave had his taken from him as well by that staff member, but i filed the report and it got denied... i mean unfair player advantages is something that should be bannable ESPECIALLY if it was exploited, and not given to you. i am going to suggest it though in the player council once they open up ticketing again. this should follow under the "common sense" rule in @Zelkam's Network Rules page.
