Make Scamming (somewhat) Bannable

So I understand an automated scammer detection system is literally impossible, and staff cant just interrogate every person reported as a scammer, but people like Skweppy are so blatant with their scams and people have been trying to get him banned for literal YEARS and staff havent even given him the slightest punishment. When its insanely obvious that people are scamming, they need to be at least questioned.
Also, with by far the most common scam on the server being a "free money" chestshop, it would be so easy for a staff to simply go there with an empty account, click the sign, see its a scam, and ban the creator for 30 days.

There are so many people doing it, it would be too hard for the staff to actually police it. They are volunteers (with the exception of the true owner of skyblock, Mega, zelk and Hayech) who want to help the server but also want to play on it.

I understand why you may want it to be punishable however I don't see a way for us to find out and punish people who are scamming. The reason why these people haven't been punished is because they aren't breaking any of our rules. My advice is that if scams are blatant and obvious simply don't go there.
