My Conduit Doesn't Work Properly. Help Please D:

umm so my conduit should be fully powered because I used 42 blocks of prismarine bricks, but for some reason its only staying at power level 1. Also, I already checked to make sure that every block is filled with water, but it still didn't do anything. Anyone know why?
