The wheel bug is a type of assassin bug that's found in states such as California, Texas, and Florida. These bugs are usually docile unless mishandled, in which they'll deliver a sharp puncture using their proboscis. Their "bite" isn't lethal to humans, but has been described as significantly more painful than a wasp's sting.

They *can* fly, but it's loud and very clumsy. All in all, they're not super dangerous and help keep away smaller pests. They do look sorta funky though.
 
@AngelumAureum I know exactly what that bug is they live in Virginia also my brother got bit by one and he said it was the most painfulness thing he'd ever felt,
