You shouldn't be able to see other players inventories normally. If you can, please make sure that you have no illegal clients as some will effectively allow you to see what others have, resulting in a permanent ban on the network. If you have any, remove them immediately.
Please also make sure that your mods (if any) and client are on the allowed mods and clients list.
Otherwise, you may be referring to the /invsee command. This is only available to Lord+. if you have lord and you are not able to run the command, or it is bugging/glitching, please submit a bug report with substantial evidence for staff review.
