VPNs are blocked and if his natural ping is high, VPNs aren't going to make it any better

Your ping is based on your internet host/provider. If you see any problems like this in the future, you can contact them for support.

Ping is also dependant on your location so if you live in EU/Asia and play on a server hosted in US, it's normal to have a high ping and you can't really do anything about it even if your Internet speed is good

There’s not much you can do. IL is hosted in the USA, so if you’re EU or in Asia/Oceania, you’re ping will be naturally high.
