I don't think they reset but unless you are permanently banned, you will be able to get back on and if you are permanently banned, your best shot is it make a ban appeal and hope the staff team considers you a for an unban. (or you could buy an unban for $15).
They usually reset after every full item reset, but it's not definite.
Will they reset tho?
