Every appeal is monitored and viewed; whether it takes 1 week or 10 weeks, tell your friend to be patient and making forums won't help do anything.

If someone chargebacks they get blacklisted, not banned. Only Managers can deal with Blacklist appeals (for chargeback) and that will take some time because there are a lot of appeals.
