it works by a botnet called Mirai that basically infects ARC devices and makes them controlled bots that usually launch DDoS attacks on websites and MC servers.

you can't watch a YouTube video and assume you know everything about this... Mirai aims to lag and destroy the server, not really spam bots, for that there are more specific tools.

Well, the chat is back now but what happened is that someone used Mirai to invade Invadedlands.. (no pun intended) So mods had to close chat and ban the bots.

they should integrate a command hwere they can /ban anyone who's chatted in the last 30 seconds or so, so this way the real innocents could come back easily through appeals.

I think it’s a bit better to simply mute chat and ban each bot individually. Even then I had a friend that was false banned for ‘bot’ once during a raid when a mod made a mistake. It’s just easier since In this case when the raid starts, tons of people will be saying things like
“Go away bots”
“Lol bots”
“Wtf lol”

And all of those people would get banned, and some may not even know how to make a ban appeal. Not everyone is active on the forums, a new player could be banned and he might just leave the server forever.
