Regardless of what claim you are on, you will have the option of enabling PvP with a command (/pvp toggle) and as long as your target player also has PvP enabled, you will be able to engage in combat with them & anyone who has it enabled may engage in combat with you.

Will you be able to hit someone while they have pvp on but you don’t? Like for instance if I had it off and nobody could hit me and I attacked someone else would I be able to do damage

If this is accurate then yes, you both need to be on pvp mode to do this

No, it says both of you have to have it on in order to go in combat with eachother
