It's not published because you didn't put it in the submission box. No, you can't just trade it to me. The box requires that you read (turn the pages to the end) and rewind (put it back on page 1) the book in the lectern, which is the submission guide. Once you do that, lights illuminate and the hopper unlocks to allow you to submit the book.
Edit: I should add, the submission system is a liability thing. It proves that any book given to me this way was given by someone who was aware of the Invaded rules around books. No book is distributed at /pw Library until I have reviewed it from the submission box, and no one has access to the box except me.
