I'm not to sure on that. You can change how the messages look, however it would not be broadcasted to all the staff.

1) There is no essentials permission for it, so how would it send it to?
2) There is nothing in the config.yml.

Yeah, it's not a public plugin. It is 100% custom, or may just have parts of different plugins like most developers do.
