u downloaded a virtual private network which creates a different ip and can be used in harmful ways

VPN by definition is Virtual Private Network, it basically changes ur location for example... U live in Germany and with Vpn, u can change ur location to the USA. Then when someone looks at ur IP it will show that u r in the USA. U can use VPN via many programs.
