They're points applied to your forums account when you break a rule; the amount of points you get and the length they stay on your account depends on the severity of the rule broken. If you have a large amount of points on your account at the same time, you will either be temporarily or permanently banned from the forums.

you're continuing to post spammy, unhelpful posts complaining about being perm muted (which is entirely your fault)
When multiple people have told you the exact same thing and it causes clutter to happen on the forums. It is unhelpful and not necessary
