Not always. I joined a server right next to where i live and i still get 110 ms

I'm from the Netherlands (EU) get around 90 to 110 ping, my ping is stable though I use cable and have a reliable provider

Since my internet is trash my highest ping was probably like 1000 but pls don't bully me usually i get like 120
