getting every bit of experience possible is best for an application. there is nothing wrong with that, even if it was your only reason in going for council.
Before I get started, I'd like to point out that this is not directed at anyone who had an affiliation with the council.
I understand if they applied to IPC for experience, and put effort into the councillor duties. However, applying for the council for the sole purpose of using it for a ticket into a staff team, or for getting more things to write down on your staff application experience simply isn't what council is for.
Again, this is not directed towards anyone mentioned in the replies before; I fully support anyone who joins the council to gain experience and in some ways, 'try-out' to see how it is like to hold more authority than some players.

While having many experiences are great, it is not about how many experiences you have, it's more about what you learnt from each role you participated in. I strongly feel that if you have a lot of experience, but you failed to show your learning from each of them, it makes the application weak regardless of how many experiences you have. As I've explained in the writing guide I made back when I was an administrator,
"We often see candidates explaining what they have done in the past and what skills they've gained from experience. It would be best if you linked those statements to how it is related or how it helps the role you are applying for. Details are great, but make sure they are related to the application, and how it will help you as a trainee on InvadedLands."
It strengthens the application if you show what you learnt and why it helps, rather than having a list of what you did and what you can do.
