Why can't I make a player warp?

I am elite rank, so I have 3 pw to use anyways. Yet whenever I try, it will say, you don't have permission to use this command, even when I do it perfectly, or it will say you already have a pw, even though I haven't, and have only tried to, but it never works.

If u alr used 1 u can't use more until u get a rank u can't create more than 1 pw ...

I used to be invaded rank and could use up to five pws but it only let me use three. it's just staffs lazy moderation tbh
