it's probably due to privacy reasons and to make sure people can't copy paste other applications, since this would be unfair. It's also probably due to the fact that staff applications are more important and there for more complex than builder apps.
Why is it you can see builder applications but not staff applications?

This would make a lot of sense, but it's still possible to copy other people's applications and build pictures
I don't know if someone told you this or not but they private staff applications because some of the information is personal. They don't want anyone commenting on it and they don't want others to copy other applicants. It's so the applicants have the freedom to write anything they want without having anyone but the staff team look at it. They want people to be able to freely write and let the staff team know more about them personally. (sorry if this is late lol. hope this helps give you a better understanding on why they are private)
Just so people want to be private with their applications so that they dont feel like people are intruding on their privacy.
builder apps have less important info then satff apps
