Because i think i'm glitched, i can't upload the packs to my minecraft resource packs.

uh yes you can use just search on google
(what type like vanilla, pvp, build) (mc version) resource pack

Press windows key at same time. And type %appdata% and go to .minecraft
Go to resource packs and put the pack there
 
for me it doesn't work to upload it to my minecraft resource packs.
dont unzip the file. just drag it straight from downloads to resource packs. you can bring this up by going to minecraft, pressing resource packs, then click "open resource pack folder"
 
Looks like I really have to do a step by step tutorial... Just here smh. Click Start and search command open Command Prompt (Windows key + R then search cmd if preferred.). For taking ownership of the resource folder type takeown /f C:\Windows\System32 in the command prompt and click on Enter. In order to Place the resource pack into the folder type cacls C:\Windows\System32 and click on Enter. Close the Command Prompt as well as any other running programs. And boom! Everything should be fixed! :D

I agree. I've done this multiple times to fix my resourcepacks. (You will need to reinstall windows e everytime though)
