dont unzip the file. just drag it straight from downloads to resource packs. you can bring this up by going to minecraft, pressing resource packs, then click "open resource pack folder"for me it doesn't work to upload it to my minecraft resource packs.

Click Start and search command open Command Prompt (Windows key + R). For taking ownership of the resource folder type takeown /f C:\Windows\System32 in the command prompt and click on Enter. In order to Place the resource pack into the folder type cacls C:\Windows\System32 and click on Enter. Close the Command Prompt as well as any other running programs. And boom! Everything should be fixed!![]()
