Is scamming allowed?

No scamming is not bannable in your scenario. The only time when scamming is bannable, is when you scam the person that has bought the rank. Usually during IRL deals you tell the person to buy the rank first because if you scam them, you will get punished and they will get a refund etc. But, if they scam you, then nothing can be done.

wait, i didn't mention that Eagle_Times spelled it wrong but he got the vip and i didn't. @fxrefly replied to my forum post saying that they were sorry and they would buy me vip. i kept trying to contact them but they never answered. it feels like they're ignoring me on purpose
Scamming is when someone says they'll give you something (such as In-Game items or IRL money) if you give them something in-game and they don't hold up to their end of the bargain. In-game scamming is allowed, however scamming for IRL money is not allowed. But either way you look at it you were not scammed at all since you did not give him any in-game items you simply just typed Skeepy in chat. In summary, no he cannot be banned for this.

If it involves real money that it isn't allowed, it's fraud and illegal in many jurisdictions. If you got scammed for real cash please report it to your cash service providers such as Paypal or your Bank/Credit Card company.
